शासन के पश्चात प्रशासन होता है | हमारे प्रशासक ...अधिकारी ,सरकारी कर्मचारी, आदि क्यों उचित परामर्श, सत्य का साथ नहीं दे सके क्यों नेताओं मंत्रियों के सत्यासत्य आचरण ,आदेशों का पालन करते रहे , और पुलिस-सेवा, सीबी आई आदि गुप्तचर सेवायें क्या कर रहीं थीं जो आज घुटाले अनावरण होने पर लम्बे लम्बे छपे आदि के कृतित्व में रत है जिनकी स्वयं की जिम्मेदारी इन्हें यथा समय रोकना होता है फाइलों को लम्बे समय तक रोके रहने के आदी बाबू लोग क्यों नहीं सही व नियमानुसार ड्राफ्टिंग करके अपना दायित्व निभाते, क्यों अफसरों के गलत आदेशों पर टीका-टिप्पणी नहीं कर पाए |
व्यापारी वर्ग जो समाज की आर्थिक रीढ़ होते हैं वे भी अपने स्वार्थ वश ..हमें क्या करना हमें तो चार पैसे कमाने हैं जी ...की तटस्थ व स्वार्थपरक मानसिकता से ग्रस्त हैं , वे भी इस अनाचरण में सम्मिलित तो हैं ही, जो दृश्य रूप में नहीं हैं वे भी दायित्व से नहीं बच सकते |

First of all, nothing the radical Islamists say is outside the Kuran and Hadith. The Kuran and Hadith are the pillars of Islam, not only of radical Islam. That poses a serious problem. Because no muslim body has ever stated that parts of the Kuran and Hadith are now "outdated" or "irrelevant." The Hadith, for instance, gives numerous instances of rape of female captives captured after defeating infidels, in the presence of Mohammed. Since Mohammed is considered the perfect person and example for all to follow by ALL Of Islam, what does this mean? It means that ALL muslims must find this practise agreeable, at least in principle, and therein lies the problem. People say "radical Islam" but what they mean is the radical verses in the Kuran and Hadith. Radical by whose standards? Not by the standards of Islam, since these verses have been accepted without any controversy within Islam for centuries. These verses are not radical for muslims, but they are radical by non-muslim modern civilization

On Saturday, 9 Dec 2006, birthday of Sonia Gandhi, the Maharani of India, her loyal family servant, Dr. Manmohan Singh - officially the Prime Minister of India (not Pakistan or Bangladesh) said that Muslims must have the first claim on national resources.

This is a secular country, so a Talibani statement like this needed to be highlighted.

And yet, search Google and you find only the Indian Express version and the IBN Live version. A diluted version of news appearing on The Hindu also comes up.

As a look at the Times of India archives shows, the article exists, but even for a search like 'Muslims must have first claim" it does not appear.

This is a common trend for many articles / news that highlight the negatives of Congress / other traitors. They simply disappear from Google.

Prime Minister Manmohan Singh said plans for minorities, particularly Muslims, must have the ‘first claim’ on resources so that benefits of development reach them equitably.

"We will have to devise innovative plans to ensure that minorities, particularly the Muslim minority, are empowered to share equitably the fruits of development. These must have the first claim on resources,' he said in his address at the 52nd meeting of the National Development Council (NDC) inNew Delhi.

The Centre's resources, he added, will be stretched with greater responsibility given to states in this regard.

'The Centre has a myriad other responsibilities whose demands will have to be fitted within its overall resource availability,' he said.

The Planning Commission will undertake a thorough review of ongoing programmes to eliminate those which have outlived their original rationale, Singh added.

'But we cannot escape from the fact that the Centre's resources will be stretched in the immediate future and an increasing share of the responsibility will have to be shouldered by the states,' he remarked.

Singh also emphasised that special component plans for Scheduled Castes and Scheduled Tribes needed to be revitalised in the country.

Last month, the Prime Minister favoured ‘fair share’ for minorities in government and private jobs as he spoke at the meeting of the National Commission for Minorities.

New Delhi: Prime Minister Manmohan Singh courted controversy in his address at the National Development Council on Saturday by saying that Muslims should have the first claim on the country's resources.
There's a split down the middle over the Sachar panel's report. Muslims are in such a miserable state that the Prime Minister wants top priority for minority development schemes. At the National Development Council meeting attended by most chief ministers, Manmohan Singh was emphatic.
“We will have to devise innovative plans to ensure that minorities, particularly the Muslim minority, are empowered to share equitably in the fruits of development. They must have the first claim on resources,” Singh said.
The BJP is insisting that some of the Sachar panel's recommendations are divisive. The party is opposed to quotas and benefits on religious grounds.
Madhya Pradesh Chief Minister Shivraj Singh Chauhan said, “Poor is poor. Hunger and sickness don't discriminate by caste or creed.”
While Chattisgarh Chief Minister Raman Singh said, “The most deprived in society should benefit. It isn't advisable that people benefit based on their community.”
“Saying only Muslims have the right is dangerous for the unity of India. The country expects better from its Prime Minister,” Gujarat Chief Minister Narendra Modi said.
The Government has already drawn up a plan to spend Rs 1800 crore on minority development in the eleventh five-year plan. But the BJP is not convinced. They are lashing out at what they insist is politics of appeasement.
What should have been a number-crunching exercise on the road map to development sounded like a debate on minority appeasement.
And while the PM managed to get his approach right where Muslims are concerned, what he didn't remember is that his road map is not viable as far as the constitution is concerned.

Both Alexandria Library and Nalanda University have a common background. Both were great centres of learning that were destroyed completely by the Islamic barbarians. While steps are being taken to restore Alexandria Library, our sickular Government in India is doing nothing to restore Nalanda University — the pride of ancient India.

In 1986, the idea of Bibliotheca Alexandrian resurged after a number of serious scientific studies by a panel of scientists. A preparatory committee consisting eminent writers, thinkers, and intellectuals was formed to chalk out a plan for reviving the library. UNESCO Director-General responded promptly and announced UNESCO was ready to assist in the project. UNESCO took up the project and in March 1987 presented Phase I of the project feasibility study.


WHILE Egypt is the flavour of the season with an ‘Ozymandias’ fighting for his survival in the Nile Valley, an event in the Gangetic plain captured some attention. The mutation papers regarding 446 acres of land meant for proposed Nalanda University were handed over by Bihar administration to Dr Gopa Sabharwal, the Vice Chancellor-designate. The adulatory tone in which some newspapers reported the event betrays a black hole of thinking. We had seen similar panegyrics in the both Houses of Parliament when the Nalanda University Bill was passed in August 2010. Unfortunately, the political class, intelligentsia and media have indulged in little analytical thinking about the project touted as the revival of India’s glorious heritage. It is ironic that the revival of India’s glory should be surrogated by a bunch of NRIs and non-Indian figures in a highly non-transparent fashion. It was never put on the website even though such a project of ‘national importance’ warranted voluntary disclosure and wide public participation. How come Dr Gopa Sabharwal, a Reader of Sociology in the Lady Shri Ram College (Delhi University), who heads a department of three teachers, and has two published books to her credit got catapulted to the position of Vice Chancellor is a secret best known to the Nalanda Mentor Group (NMG) or its head viz. Amartya Sen.


The project has indulged in misusing the brand name of Nalanda in ways more than one. In claiming itself to be a modern avatar of ancient Nalanda it has completely disregarded an already flourishing institution of Buddhist scholarship Nava Nalanda Mahavihara (estd. 1952), working under the aegis of Union Ministry of Culture in the same Nalanda district of Bihar. Its foundation stone was laid by the then President Dr Rajendra Prasad in 1951. It is a living institution whose activities and affairs one can keep abreast of at http://navanalandamahavihara.org/.


We have a strange situation where two ministries of the UPA government viz. Ministry of External Affairs and Ministry of Culture would claim guardianship of two institutions, utterly unrelated, but both claiming to be heirs of ancient Nalanda. No representative from Ministry of Culture or Nava Nalanda Mahavihara, was ever invited to the Mentors Group meeting as RTIs to both ministries confirm.


The ancient library of Alexandria, apparently an integral part of ancient university, flourished during the Ptolemaic rule in Egypt. Ptolemy I ‘Soter’, a top general of Alexander, had received Egypt as part heir to Alexander’s empire. The ancient university amd library at Alexandria, metaphorically, was the true lighthouse of Alexandria. There are several politically-loaded opinions on how the library got destroyed in fire almost without trace. Julius Caesar’s invasion of Egypt, Christian fanaticism against pagan past (4th century AD), and Arab-Muslim invasions (7th century AD) have been blamed.


But Egypt under Mubarak made a concerted and successful effort to re-establish a futuristic version of the grand library. The project was overseen by first lady Mrs. Suzanne Mubarak, as the Chairman of Board of Trustees.

In December 1987 was a momentous hour. The Director-General of UNESCO sent a call for countries of the world to support the project of Bibliotheca Alexandrina as a beacon of culture and civilisation in the Mediterranean region. The Prime Minister of Egypt issued an ordinance to form the Supreme National Committee for Bibliotheca Alexandrina project. The foundation stone was laid by President Hosni Mubarak on June 28, 1988. The UNESCO Director General Frederico Mayor and number of Nobel laureates participated in that function. In October 1988, an International competition was announced to select the best architectural design for the library. 1400 architectural firms from 77 countries invited in this competition. The first prize was awarded to Snøhetta, Norway in association with Hamza Associates of Egypt, who would carry out the engineering designs. The jury cited Snøhetta’s design as one not only meeting all functional aspects of a modern library, but also reflecting the historical dimensions of the city of Alexandria in perspective, expressing as well the Egyptian spirit of Egypt, in terms of heritage and component.


On February 12, 1990 Aswan International Conference was held in presence of several world dignitaries. It resulted in the Aswan Declaration that attracted pledge of financial support from several countries. In Cooperation with UNESCO, a project construction agreement was signed in October 1990.


The conceptual as well as constructional work went into several phases until the inauguration of the library on October 16, 2002. Bibliotheca Alexandrina shape can hold millions of books, has six specialised libraries including digital/microfilming, four museums, a planetarium, eight academic research centres, 15 permanent exhibition, four art galleries, a huge convention centre, a dialogue forum for authors, artists, thinkers besides fast becoming a nerve centre for several Arab and international intellectual network. In 2008-09 it hosted 717 cultural programmes, 44 workshops, 89 training and educational programmes and 316 art workshops.


The librarian of Bibliotheca Alexandrina is Ismail Serageldin, known as the wisest man in Egypt alive. The library has numerous international patrons, donors and panelists but unlike proposed Nalanda it is rooted to Egypt. It is a pity that Amartya Sen, who speaks of Nalanda’s cooperation with Al Azhar, never studied the Bibliotheca Alexandrina revival model.

India : A twelve-member delegation of Hindus from Pakistan on Thursday returned to Pakistan after performing last rituals at Haridwar of 135 dead relatives. The ashes of these 135 persons had to wait for the last rituals in Pakistan due to visa restrains.


For last 40 years the members of the Hindu community have been trying to convince the authorities in India and Pakistan to let them take the ashes to Ganga.


All the members of the delegations are from Karachi and the delegation was led by Ramnath Mishra, the mahant of Panch Mukhi Hanuman Mandir in Karachi. The delegation left for Pakistan through Samjhauta Express.


The members of the delegation have urged the Government of India and Pakistan to ease the visa norms for the religious purpose.


Talking to Asian New International, Ramnath said that it took about three years for them to get the final nod from the Governments of India and Pakistan to perform the last rituals of the 135 persons who died in Pakistan.


He urged for the visa relaxation from both the Governments for the religious purpose.


Kamla Devi another member of the delegation informed that as there is no place in Pakistan to perform the rituals so they have no other place than Haridwar. She appealed the government of India to make necessary amendments in the Visa procedure to facilitate the minority community in Pakistan.

I know the title of post might offend some sensitive readers, Apologies in advance, but then when you go through the post will realize that no other word can replace this word. Further I don’t think it is time for niceties anymore, Nation need to speak and speak in the language these thugs and looters understand. Period.


I know many of you too watched the MMS Press Conference with Editors of Electronic Media on 16th, Feb 2011.


I know most of you are not only disappointed but are disgusted with the way and with what lame excuses PM gave.


I know this as well that majority of us are bewildered about How come a Man like MMS can continue as Prime Minister of India for any more minute…leave alone for rest of term!


I know all the above. But what is the point repeating all that we know and I share with most of you?


My point here is to point out specifically about the definite role or act of omission which lies at the door of MMS. For all other Sins MMS blamed everyone and anyone, he sought to drag Gujarat too (!) for his OWN failures as Head of Government.


Now let me focus on two issues where MMS has failed and has no ‘sacrificial lamb’ to shift blame to.


First issue is ‘selection’ of P J Thomas as CVC.



As many know facts of case let me say again for the benefit of those who might not. CVC is an overseeing body whose mandate is to keep a tab at Government Servants (Including Elected Representatives) to check any ‘corruption’ and take action against them.


Appointment of CVC – since is a sensitive constitutional post- is done by a Selection Committee comprising of PM, Home Minister and Leader of opposition in Lok Sabha.


Question is: Why leader of opposition?


Answer is: Because CVC is a sensitive quasi judicial post and to be fair to Opposition their ‘consent’ is sought too.


Now, PM and Home Minister appoint a person of ‘suspected integrity’ DESPITE the written dissent of LOP~!


WHY? Why do the committee disregard the ‘Written Dissent’ of LOP? Why Mr. Prime Minister you were ‘hell bent to appoint THIS GENTLEMAN P J THOMAS ALONE? (I wonder why none of editors present in PC asked this to PM)


Answer is simple; PM was following dictates of Madame Sonia. And, Madame Sonia has a strong ‘Distaste’ for persons with ‘Impeccable Integrity’ at any seat of authority. Her fears of ‘honest with impeccable integrity’ are palpable. Starting from Your Rashtra Patil to Her Prime Minion to Minister in Cabinet to Election Commission (at least previous one Naveen Chawala) to CVC (present one PJ Thomas) … Name one appointment which had been free of controversies including Prime Minister?


Question then arises; why is she afraid of persons who are honest (Real Honest not like MMS). Why is she so scared that she needs only pliable persons like MMS? Let me add, Pranab Mukherjee has so far been a clean person despite being in public life for such a long time, He also heads almost every committee and GOMs too, why then he was not made Prime Minister? Because beyond a point He would not have bend backwards to please Madame and felicitate the Loot Madame and her cronies are doing.


Now since you have read all above you too would reach to the only conclusion I draw: That MMS appointed P J Thomas because he acted as Prime Minion of Mata Sonia – NOT as PRIME MINISTER OF INDIA. Period.


So here goes MMS’s ‘Alleged Honesty and Integrity’ down the gutter. Sic!


Now, the Second Point is ‘S Band’ Spectrum allocation and then cancellation.


Dear readers I know you all are intelligent enough to know the details of ISRO – Devas deal and it’s subsequent cancellation, therefore I skip that and come straight to the point.


And the Point is to share: How close we were to National Security Disaster’. And God Forbid had this deal gone through what could have been ‘National Security Implications’?


‘S Band’ is a very precious band of Spectrum which is widely used by our Armed Forces (All three Arms). Band is used in Radar Operation, Communications and many other vital application which, I have very limited knowledge- but certainly it is very very important for Defense Forces of our Nation. As I gather from debates on TV among highly respected Scientists, it is suicidal for the National Security to share this highly sensitive Band of Spectrum.


But then, our ‘Allegedly Honest, Mr. Clean’ ManMohan Singh Ji Maharaj neither had any inclination nor any knowledge about what was happening in the Ministry He him self is in charge of!!!


Spectrum was sold, Agreement Finalized, Company almost made deals with Foreign Operators and Honest Clean PM knew nothing all this while!!!

Who is MMS going to blame NOW? Raja? Radia?Barkha? Karunadhi? Nareender Modi? Kalmadi? WHO IS TO BE BLAMED MR. ‘HONEST AND CLEAN’ Dr. ????


Zillion thanks to The Hindu Newspaper and Aranab Goswami of Times Now, this scandal was brought to public notice. Otherwise our ‘Good, Honest, Clean’ ManMohan Singh would have sold precious spectrum for cheap and with that would have sold our National Security as well!


When issue came to public knowledge and MMS and cronies realized that Indians won’t tolerate any compromise on National Security they ‘canceled’ this agreement! Now MMS’s Government says we cancel it!


WHY DID IT WAS SIGNED IN THE FIRST PLACE? Issue is directly related with National Security did ManMohan Singh Know Not? If not then why did he not know? Is even the National Security is not for the Prime Minister to take charge of? We demand answer.


If and when DEVAS goes to court and demand ‘penalty’ be paid to them, who will pay? Will MMS pay or Sonia or Clown Prince? Monies will be paid to them(Devas) from National Exchequer whom we pay as taxes in turn. Insult to Injury!


Mr. Prime Minion of Italian Mata you got to answer the questions I posed here and MIND YOU, they are not mine alone, Nation demands answers.


Mr. ManMohan Singh whatever little respect I still had is lost and any continuation of your in PMO is not only a Threat to Exchequers but Now to National Security as well. You said and I quote, “We still have unfinished agenda…(some thing of this sort)”!!!


What Shamelessness! NO! Enough is Enough Mr. ManMohan Singh. Do Nation a Favor; Pack your Bags and Go Home for never to return. This would be the Single Most service you do to Nation. Huh!

Such an attitude can only embolden terrorist organisations with designs on India What more does the Government of India need to punish Ajmal Kasab who was caught red-handed causing mayhem in Mumbai on November 26, 2008? More so at a time when Governments across the world have adopted a ‘zero tolerance’ policy towards terrorism. Look at what the Sri Lankan Government did to the LTTE which had earned the reputation of being the most dangerous terrorist organisation in the world: It was uprooted in a matter of months. Here, first we allow Kasab and nine others to reach the shores of our country; we also allow them to mercilessly take innocent lives and destroy valuable property; we manage to kill nine of them, finally catch one of them, and then keep him under guard for 646 days without any punishment for reasons that fail any sane mind. For the record, Kasab’s trial ‘officially’ began on the April 15, 2009 and the High Court’s verdict is tentatively slated to be announced on February 21, 2011— a total of 646 days. What is most insane is that unlike many countries, where in similar cases no one bothers about witnesses or evidences and verdicts are passed with no consideration whatsoever, in our case not only do we have enough evidence, including closed circuit TV footage that caught Kasab in action and footage of the Mumbai attack telecast live by all news channels, but Kasab himself has accepted all the charges brought against him. Yet the Government chose to make him stand trial instead of hanging him straight away. Like every Indian, I ask: For what has he been kept alive? Is it to make his defence lawyer the most sought-after criminal lawyer of India? Or is it to create a poster boy image out of Kasab? If this is the intention of the Government, then one must admit that it has been fairly successful. Otherwise, where else does a terrorist who was part of a full-fledged terror attack against India in which at least 166 people were killed not only go unpunished for so many days but is also served mutton biryani, is given access to newspapers and is provided with his choice of clothing? All this is provided to Kasab by the same Government, which serves other prisoners sub-standard food, two sets of black-and-white striped uniforms and dumps them in the middle of the most inhumane conditions, that too often on account of petty crimes. Honestly, keeping Kasab alive speaks volumes about the indecisive and spineless attitude of our Government. And it is not that our Government has proven this just to its own citizens. The message has, more dangerously, been conveyed to various terrorist outfits which, by now, know very well that the Government of India does not have a spine. What is worse is that by keeping Kasab alive, the Government has potentially increased the probability of another 26/11, or another IC-814 horror. It was owing to the let-go attitude of the Government that the Indian Airlines flight en route to Indira Gandhi International Airport from Tribhuvan International Airport on December 24, 1999, was hijacked to Kandahar with 178 people on board. That hijacking led to the release of terrorists like Maulana Masood Azhar (who played an active role in the 2001 attack on Parliament House and later was part of the 26/11 plot), Ahmed Omar Saeed Sheikh (who went on to murder Daniel Pearl) and Mushtaq Ahmed Zargar (who has been recruiting and training terrorists in Pakistan-occupied Kashmir) to secure the freedom of the hostages. Contrast this to what happened during the Moscow theatre hostage crisis, also known as the 2002 Nord-Ost siege. And the way the Russian Government’s unbending attitude towards terrorist demands set an example in front of its people. Moscow had responded in a similar manner to the 2004 Beslan school hostage crisis. It is needless to state that when it comes to national security, nothing else can be a priority for any Government. But in the Kasab episode, it is intriguing to analyse the economics of keeping him alive for so long. It is estimated that the Maharashtra Government has spent a whopping Rs 31 crore in the first year of Kasab’s arrest. From creating a bullet-proof cell in the JJ Hospital premises (which was never used) to visits by 24 doctors to attend to his various ailments in just one year, the Maharashtra Government has done it all. As if this were not enough, this celebrity-terrorist was provided with an imported van costing Rs 6 crore — which was stolen as soon as it reached India. Above all, Mumbaikars, who faced the brunt of the 26/11 carnage, have had to bear the delay in the laying of new water pipes near Arthur Road Jail which has cost the BMC another Rs 12 crore while the re-routing of the monorail has dented the Government’s coffers by another Rs 44 crore — all this on account of ‘security reasons’. A back-of-the-envelope calculation indicates that the Government has spent around Rs 100 crore in just one year on Kasab who, along with his fellow terrorists, destroyed public property worth Rs 41.72 crore. In short, Kasab has made our Government spend more than what he destroyed. This entire saga has proven again that our Government is at best good at condemning assailants, felicitating martyrs, compensating victims, addressing the nation with a false hope and — if by chance a terrorist is arrested — holding terrorists alive till another negotiation takes place. A swift verdict to hang Kasab is the least we can do for those who lost their lives during the attack which began on 26/11. On February 21 the verdict must be “Hang Kasab till death”. Advani says sorry to Sonia on Swiss bank account issue

NEW DELHI: Senior BJP leader L K Advani has apologised to Congress President Sonia Gandhi for a party-appointed task force report, which had alleged that she and her late husband Rajiv had accounts in Swiss banks.


BJP had appointed the task force on unravelling the amount of black money stashed by Indians in foreign banks and ways to bring it back.


The report had alleged that Sonia Gandhi and former Prime Minister Rajiv Gandhi were among Indians who held Swiss bank accounts.


This had led Sonia Gandhi to write a letter to Advani denying the allegation.


Sources said in the letter, Gandhi had said that neither she nor her husband held Swiss bank accounts.


In his reply to the Congress President’s letter, Advani expressed regret of her name and that of her late husband being mentioned in the task force report.


However, Advani also stated in his reply that the Gandhis should have denied this publicly when there were murmurs that names of her family members could figure in the report.


Advani said had she done so, the name of her family members would not have figured in the task force.


The four-member task force comprising S Gurumurthy, former IB director Ajit Doval, Professor R Vadiyanathan and advocate Mahesh Jethmalani has put the figure of money stashed in safe havens to be 25 lakh crore.


On February 1, NDA leaders had released a booklet ‘Indian Black Money Abroad in Secret Banks and Tax Havens’, the second report of the task force appointed by the BJP.

Excerpts from Bribeless In Bihar, a remarkable report on how things are changing in a state widely reviled as amongst the worst governed in India. There is still hope. Read on (emphasis added)…


It was clear to Nitish Kumar that merely catching a culprit was not enough. A major handicap was that under the Prevention of Corruption Act, vigilance officials had to get clearance to prosecute an errant bureaucrat from his own department. That took time. He realised that the only way to deter corruption was to take away the wealth itself — ASAP. Kumar put his then attorney general P.K. Sahi on the job.


…After consulting experts and studying the provisions of the Prevention of Corruption Act, Sahi prepared a draft bill by the end of 2008 and it was passed by the Bihar Assembly in February 2009. It then languished in the union home and law ministries for a year…(and) was eventually signed into law by the President in March 2010.


…the Act comes into play when investigating agencies are convinced that an official owns assets in excess of his known sources of income. Now, even as it pursues a corruption case against an official, the state separately seeks to take control of the assets owned by the person. Bihar has set up six special courts that exclusively deal with this.


The vigilance department files a declaration with a special court that the target has amassed unexplained wealth. The special courts then conduct speedy trials and decide within six months whether the property should be confiscated or not. The property would be returned with interest (at 5 percent annually) if the person is acquitted.



…A.K. Chauhan, principal secretary, vigilance, says that he has not come across any instance of politicians or high-level officials trying to influence a case. “They know that we report to the CM. So there has not been any attempt so far,” says Chauhan..


“MLAs have also been warned that they should not call up officers directly and try to influence these cases. The Chief Minister has made it clear within his own party as well that he will not tolerate anyone trying to influence the officers,” says Rajya Sabha member Ali Anwar, who is considered to be a close confidant of Nitish Kumar. The results are yet to show, but the tremors are already being felt.


…Nitish Kumar’s two terms, when he first re-established law and order and then began weeding out corruption, have brought new hope to Biharis in the state and those living outside.


…Academician Shaibal Gupta, considered an expert on governance in Bihar, says tough times are ahead for bureaucrats. Next the state is planning to enact a Right to Services law to ensure efficient government service. Officials will be punished for failure to provide time-bound service.
